Brother in Richmond has ordered sandbags this morning (good luck with that) as the catchment pump stations along the dikes along with the Fraser River tides can't handle the flow. His driveway is 1/2 underwater.
City is doing what they can I suspect but just another case in point about being approximately 1 meter above see level and living on a flood plain. Imagine what a earthquake would do to a flood plain.
This is from one of the lower Fraser tribs at 11a today. Notice the tiny spawning channels on the opposite site where salmon would typically lay their eggs in shallow and slow moving waters below the hatchery. It was pumping mud today!
