HOW long should it take

How long should it take a Lic marine mech to diagnose a small 9.9 HP ENGINES water discharge problem , then fix it ( problem being replace impeller ) ???
Engine is a 1998, Suzuki 9.9 4stroke

Not long. But it depends upon what the actual issue is as to how long the repair will take.

Could be as simple as something clogging the water outlet nozzle or hose. Could be the impeller itself is worn out or has broken fins. Could be some mud wasps decided to make your cooling passages their new nest. (it happens).

Impeller replacement should take about an hour give or take. Plus parts of course.

I would have charged one hr plus parts . That is if everything was in order and not all corroded and siezed up.
