Hali fishing probably won't be your best bet with the big tides. You'd have to fish the change in the afternoon and for the small window you'd get I probably wouldn't bother. Haven't been out to Sooke recently but I doubt and migratory have shown up; you'd be fishing for winter springs which is usually pretty good this time of year. From the mouth of the Sooke basin out to the trailer park/otter point is usually a good place to try - drag your gear on the bottom in about 120 - 150 feet of water. A glow squirt and flasher or spoon / flasher should do the trick - these winters are a bit less picky and I haven't found bait necessary for getting them. You can also troll pretty fast for them as they are active feeders.
