Halibut Changes

Subject: FN0648-RECREATIONAL - Fin Fish (Other than Salmon) - Halibut: Change to daily limit

DFO has reviewed in-season recreational fishery catch and effort information
for halibut and projected catches for the balance of the year. Catch and
effort is tracking lower this season and is within the recreational fishery
allocation.

DFO has consulted with the BC Sport Fishing Advisory Board (SFAB) on this
situation and has reviewed options for the balance of the season.
Effective August 22, 2009 the daily limit for halibut coastwide will be
increased to two (2) fish per day. The possession limit remains at two (2)
fish.

The following area closures will remain in effect:

Areas 121, 23 and 123:

Effective to 23:59 hours December 31, 2009:
No person shall fish for or retain halibut, rockfish and lingcod in that
portion of Area 121 outside the 12nm limit seaward of a line that begins at 48°
34.00’N latitude and 125°17.386’W longitude and continues south-easterly at a
bearing of 116°True to a point at 48°28.327’N latitude and 125°01.687’W
longitude.

Electronic licence conditions will be continued as follows:
”no person who is not a Canadian resident may fish for or retain halibut under
this licence in management Areas 121, 23 and 123.”

Area 121:

A reminder to recreational harvesters, that the waters of Swiftsure Bank
(defined below) are closed to all finfish, all year.

Those portions of Subareas 121-1 and 121-2 inside a line that begins at 48°
34.00'N and 125°06.00'W, thence true east to 48°34.00'N and 124°54.20'W, thence
to 48°29.62'N and 124°43.40'W, thence following the International Boundary
between Canada and the U.S.A. to 48°29.55'N and 124°56.20'W, thence in a
straight line to the point of commencement.

Variation Order 2009-328 is in effect.

Obviously no problem with the bio-mass or they would not open for
2 a day..
Not that i am complaining, but what happened to the smaller TAC which
was going to cause an early closure this year ???
Just watch, the dummies will open it for 2 a day, and they shut it down Oct 01 because we have exceeded our TAC.:(
DFO couldn't manage a good $hit let alone a halibut fishery.
 
I think is great that they are allowing two per day now. I am thinking that were are below the TAC this year because there are a ton of salmon around and hali have not been targeted like they were last year. Atleast up here in the Hardy area anyways, have not seen salmon fishing like this in my 25yrs of living and fishing up here.

Rec sector is not catching the same quantity of hali's so far this year for two reasons: business is down at the northern lodges due to the poor economic conditions so less halis are being caught and the one a day limit reduced the overall catch in June, July and Aug (so far) compared to 2008.

Additionally, the leasing of commercial quota to add additional poundage to the 2009 rec TAC of 918,000 lbs is part of the equation that allows two per day.

While this variation order is good news to anglers :)... it is very disappointing that Dino did not get the creel catch statistics prepared in a more timely fashion to allow this to come into effect much earlier! :( There was discussion at the SFAB in the spring to go to 2 and 2 in July, not late August when much of the open ocean bank season is almost done for the tin boaters.

Supposed to run right through till end of December. Caveat is that IF the poundage landed by the rec sector appears like it could exceed the combined TAC and leased quota, Dino will shut all hali fishing immediately as per Minister Mademoiselle Shea's orders.

And it might well have been Gov, had a certain someone not taken holidays over the past couple of weeks. As in Dropped The Ball [V]
