Halibut catching?

I am a bit confused with the halibut fishing limits etc. I plan on being out in Renfrew for July, August so does it mean that because of sportsfishing quotas that I may have to purchase permits, if available, from commercial guys so that I can catch a few halibut? Can you clear this up for me as I have not followed this that closely. Thanks.

sorry I was just messin with ya, take it with a pinch of salt. Just not many guys would be happy at anyone buying halibut quota, we're supposed to be boycotting that system. You know the whole 88/12 halibut issue, look into it more if you're not up to speed.
