Because they can...The government wants to keep all special interest groups happy during the runup to the Olympics so protests are minimized..
The native fishery issue will never change because the governing officials are so concerned about being politically correct that they have splinters in their butts from sitting on the fence.
I like the Washington State method of Chinook recovery ten to fifteen years or so ago...No fishing for springs by anyone ,for any reason ..Violaters had all their gear seized and not returned plus heavy fines and/or jail.Legislation had teeth and was enforced firmly no matter what your skin color was.The chinook numbers recovered well over a period of years.
Fish stocks cannot survive the constant hammering from all sides,if a recovery period is required, then to be effective, all parties must be on the same page..Currently this is not happening, nor do I foresee it being possible with the claims of resource ownership by the parties involved.
Something has got to give, for now it looks like the fish stocks will be the sacrificial lamb. Sad really, too bad the "Me First " attitude prevails in this matter and governing bodies are not prepared to take a hard line approach that will serve "ALL" Canadians who pay for the resource management.
