In regards to flares , a flare gun needs 6 cartridges to be compliant . You need 2 shots to equal a 1 multi star flare (type B)
just for the record Transport Canada Marine is the most confused , confusing , useless organization in Canada (yes even more than DFO!)

Commercially - it is a requirement to have at least 1 person onboard w a valid FA certificate. It'd be best if everyone did on all boats - as well as a decent FA kit.

Yup... I have lots experience as a drone pilot dealing with those clowns its absolutely rediculas but they can strip u of a lisc for just a minor issue ... Oh well al he it.
As far as flares they say 3 and put it in writing to me , well it's good enough for me and the Judge lol
