The federal government said the treaty will provide the Yale with access to fish for “food, social and ceremonial purposes.” The allocation is based on historic harvest levels as well as a one-time increase based on projected population growth.

The Yale also agreed to a 25-year commercial salmon harvest agreement that will involve the purchase of licences from “willing commercial licence holders at a fair market value.” That fishery will only take place during general fisheries openings.

This whole article is rather interesting.
 
That "conflict" has been going on for a considerably long period of time. I witnessed it first hand much more than a decade ago when I helped build and run the huge fishwheel at Yale (MUCH Larger model than the one pictured in the article).

What I surmised then was the Stolo's, through sheer greed and obnoxiousness, were attempting to push their way into Yale territory - NOT the other way around. And yes, there were indeed instances of conflict - at times with weapons present.
This appears to be more "muscle flexing" on the Stolo's part - another overt attempt to keep ALL the river for themselves.

And yes, I do believe there is a very real concern for escalation here.
