The parts I find concerning is the reference to Critical Habitat being Juan de Fuca Strait and the Southern Strait of Georgia and that if the environmentalists are successful, critical habitat protection could effect fishing.
Of course it also looks like they would like to put a fence across the strait to keep out the freighters and sell the Navy.
