Electrical issues with tow rig

So I have experiencing slow battery draw down this spring. I performed some trouble shooting by connecting the volt meter to the disconnected negative battery terminal and the negative lead. By doing this I see a 12 milliamp draw. I pull all my fuses and relays one by one and see no change in the signal so I'm kind of thinking its the altenator.

What are your thoughts and or experiences?
 
If you have a light under the hood check the switch.
 
3 to 13ma is normal on newer vehicles, older vehicles can see as high as 50ma,

how old are your batteries?

Here I had faith in the new battery and it turns out that it was internally damaged after some load testing and provided me with a new one.
