D.F.O. Aquaculture division

Does anyone know if our licence money goes to helping fish farms through D.F.O. Isn't it a complete conflict that the people who are supposed to protect the wild fish are killing them ? Maybe I have it all wrong since I'm not sure what that section of D.F.O. does.
 
At least here in BC it's the provincial government that looks after the fish farming. Not sure if DFO is involved in it at all...
 
Actually, DFO is responsible and only partners with the province:

DFO is the lead federal department for the sustainable management of fisheries and aquaculture. Responsibility for aquaculture management and development (governance) is shared between the federal, provincial and territorial governments. We work together, with many other partners, to ensure that the legislative and regulatory framework for aquaculture is responsive to the public’s and industry’s needs.
