Cuddy Mount for Rod Holders

I really want to get more space in my cuddy and it would be ideal to mount my rods to the ceiling.
Thing is, my ceiling is vinyl with just a deck above it that is probably not a good idea to drill into.

Any ideas on how to mount my rods there? Or perhaps other ideas on how to mount them in the cuddy?

I'm guessing a strong adhesive would be best, but with the boat in heavier seas I'm not sure that would work either.

And yeah, the Peetz rod won't mount, but I can live with that ;-)

That looks like my cuddy. Following.
I was thinking 2” plastic pipe, bungy strap, but nothing has materialized yet.
I have them all over to one side like you but it takes up space for sure.
 
Just spitballing here, I don't have a cuddy.
- remove and retain vinyl head liner
- epoxy or fibreglass wood blocks to the overhead in desired rod mount locations
- trim head liner to fit around wood blocks, reinstall
- screw mount rod holders through into wood backing
 
You don’t need to remove the entire headliner, just trace the size of the wood blocking onto the headliner and trim only that area out. Then you can prep the fiberglass to accept the epoxy that will secure the wood blocking.
