Fishery Notice - Fisheries and Oceans Canada

Subject: FN0680-Salmon: Troll - Area H - 2008 Johnstone Strait Chum Individual Transferable Boat Day Demonstration Fishery

In 2008, Area H Troll Johnstone Strait chum harvest opportunities will be
managed as an Individual Transferable Boat Day demonstration fishery.


Key elements of the Individual Transferable Boat Day Demonstration Fishery
are as follows:

1. The demonstration fishery will involve all Area H licence holders.

2. The fishery will be divided into two fishing blocks. Block one will be
September 29 to
October 11, 2008 and block two will be October 14-29, 2008. No
fishing will be permitted on October 12 and 13, 2008. In addition, the troll
fishery will be closed during the seine fishery scheduled for Oct. 1 and Oct.
20, 2008. Deepwater Bay (Subarea 13-7) will be closed on weekends.

3. Each Area H licence eligibility holder will be assigned three boat days in
block one and two boat days in block two. Boat days may be
fished at any time
within each block.

4. Boat days are transferable within a block but not between blocks. Transfers
are only permitted between other Area H vessels.

5. Start and end fishing reports are required for each day of fishing. These
reports are required on a daily basis even if days are fished consecutively.

The start and end fishing reports will be used to monitor fishing activity.
Vessels will be monitored on the grounds to ensure that start fishing reports
have been filed prior to commencement of fishing. Once a start fishing report
is made, that fishing day is considered to be used. End fishing reports must
also be made on a daily basis.

6. Daily catch
reporting must be completed according to the conditions of
licence (e.g. phone in by 0800 hours of the day after fishing for the previous
day#700;s catch, etc.).

7. Catch validation will be mandatory and individual licence holders will be
required to cover the cost of catch validation provided by a salmon offload
observer service provider authorized by the Department.

8. A vessel monitoring system (VMS) will be piloted by approximately 15 Area H
vessels during the chum fishery to monitor fishing activity.

9. Area H Troll vessels are reminded that in order to participate in the
Johnstone Strait mixed stock chum fishery amended Conditions of 2008/2009
Salmon Area H Licence are required. The request for amendment form is
available at any Pacific Fishery Licence Unit or online at:
http://www.pac.dfo-mpo.gc.ca/ops/fm/Licensing/Default_e.htm.

10. Licence eligibility holders are strongly encouraged to designate a signing
authority prior to the start of the fishery. This designation permits someone
else to authorize a boat day transfer if you are out fishing and are unable to
complete the
required transfer application. The designation and reallocation
forms will also be available at any Pacific Fishery Licence Unit or online at:
http://www.pac.dfo-mpo.gc.ca/ops/fm/Licensing/Default_e.htm.

11. Further details on fishery boundaries, times etc will be provided by
fishery notice on Thursday Sept 25.

Don't think there will be that many commercial Trollers to worry about anyway....since you can transfer fishing days from one boat to another that will limit the amount of boats. Hope they catch a few! not much opportunity for them to make a living at fishing this past year.
 
Hate to differ, but these commercial guys are trying to make a living and I guess they have a limited time, Ya it sucks that DFO opened it that day, but I think they should almost come first, with their limited fishing try to feed their families
 
Just spoke with DFO, they looked into the derby dates, they thought the Painters Deby was the big Browns Bay derby and scheduled their openings around that....you would figure they could pick up the phone and call the folks at Browns Bay Marina to confirm the dates....just spoke with them, they are choked.....there will be seine openings right up until the derby as well....so much for catching anything....what a joke....

I'm a charter operator trying to feed my family, boat payments, truck payments, mortgage payments,....have tons of clients coming from B.C, Alberta, Sask, Ontario, Washington etc..(flights, charter costs, restaurant meals, resort costs, car rentals, golf, fish smoking, shipping, do the math..) to fish the same runs.....DFO got the dates wrong....scheduled there opening around the Painters Derby....couldn't pick up the phone to call Brown's Bay to confirm the dates....

Well there goes that idea.. I was going to go to my first browns bay derby and bring my kids.. now what's the point?
 
The commercial fishery does not impact fish as much as you think.
Granted years ago it did but there are very strict regulations and not nearly as many boats.
I have had no trouble catching fish after a commercial fishery.
The sport fishery takes just as much fish if not more if we are talking springs and coho.
All that aside we all have to get along because while we fight over who gets the fish, the fish always loses.......

Slow down here. The troll fleet will have 200 boat days spread out over 15 calendar days and distributed throughout areas 13 and 12. They will not be fishing area 13-6 and 13-7 (Deepwater Bay) on the weekend. The seine opening is 5 days ahead of the derby, which has been the same in most recent years. I think you guys are blowing this way out of proportion.

Fish assasin i wouldnt change your mind over this. When the fish are in there not hard to catch. 30+ fish days last year, commercials might slow it down but there not gonna clean it up.
 
No real suprise here whatsoever. Look what The Dino intentionally</u> does to the springs the week of the Alberni Derby - seine opening, gill net followed by FN gillnet. Really think this one is simply an oversight, a forgotten phone call?? Gimme a break![B)]

On the other hand, we have fished behind them for the chumlies over there on many occasions and done well. If the run strength is decent, suspect that will happen again. No thanks to the ongoing political mismanagement of the Dept. of Fishless Oceans though...[xx(]

What derby? Where? Time?
Can't find info on it. Let me rephrase -- There are a couple of "Chum Derby's", but which one(s) are in the Campbell River Area? When, Ect????
