A pressure cooker increases the temperature of the steam to around 130 deg C which is greater than what you would get from an open bath canner boiling water at 100 deg C. To safely can salmon you need the higher temperatures by using a pressure cooker to kill pathogens. Look for a reputable source for a recipe. Typically, you need to process the canned salmon jars for at least 100 minutes at 10 lbs of pressure.
