Best late September Option from Sidney?

Heading out for the weekend on my Dad's 34' footer from Sidney. What's my best option for getting into some fish? Cruising speed is 15 knots and that takes a LOT of fuel so closer is better. 45 miles or less would be nice! Sooke? Pender Bluffs? East Point on Saturna?

Also, what's the deal with the non-retention area west of Moresby island? That means that its just catch and release? Or is fishing shut down altogether?
 
If you're targeting Springs, you may be too late...
there's probly a few hanging about in Sooke.
Coho should show up there sometime soon.

not sure about the gulf islands, saltspringer, knucklebuster ??
 
I'm not too particular on targetting Chinook or Coho. I'm coming from Alberta so I'll take what I can get! Had a slow time at Barkley in August and just want to take one more kick at it this year. Of course big Chinooks would be nice, but I'm also hearing rumors of monster Coho offshore and those fish have to come to the Fraser some time?

I've never fished Pender Bluffs. Is that on North Pender or South Pender? South side by Bedwell?
