Hello. I'm garbage at casting and I usually just drop my line off a boat. I would like to make/purchase some sort of machine(pneumatic or elastic driven, no power or chemical propellant) I can use to hurl my hooks and bait at long distances in order to improve my range. Is this legal? Has anyone had experience with commercial products that does this kind of thing or should I just rig up my own?

Learn how to cast. It is not hard. With a good rod and reel with braid you can launch a lure a long way.
I'll be honest I'm just kind of afraid of hooking myself. Usually I keep my body as far from a hook as possible and do everything related to hooks with gloves or pliers. I'm going out with some pretty big hooks in a few weeks and I'd rather they go into the sharks I'm targeting instead of me, and not needing to be stressed out when I cast is a big plus.

Take a look at a system used in Australia.
It’s called “Slide Trace Fishing” there are quite a few links on the inter web that will show you how to set it up.

I’d say yes. I’d also guess most have, in some form or another, hooked themselves with this flying needle…cost of admission
I've fished on and off since I was 8. Always my biggest issue with fishing and why I'm nervous around hooks. Getting stuck with a hook hurts like nothing else and a barbed hook is a nightmare and I've always just cut it with a wire cutter instead of trying to pull it out. Salmon fishing is nicer because you don't use barbed hooks for em and at the very least it comes out easy and I've targeted salmon a lot more often than any other species.
