Have a look at the above address for salmon university. I've had great results following their formula for brine. I think the scent is optional (I don't use it). And I don't need the huge amount they suggest(cut it in half at least). Furthermore, the brine seems to work great on both herrings and chovies. Lastly, always keep your bait cool (brined or not, keep it out of the sun!) or it will turn into useless mush in a hurry.
