Back in summer I talked to two university students who were taking water samples around a marina on OK Lake, to be tested for mussel larvae (the water, not the young ladies). Seemed to me then that the interdiction efforts at roadside had been given up, now it was just test to see when the inevitable occurs.This is real and happening all over with government.
No boots on the ground, front line workers. Hire lots of administrators and consultants.
Then prohibit/ban/restrict activities that disproportionately affect the majority of law abiding citizens, but does little to no impact on the scofflaws.

The roadside inspections were never 24hrs/ day so basically did no good, one boat gets through containing the mussels and game over. Then everyone will be bitching about the cost and “ how did this ever happen “…leave out of province boats in their home province , you want to go boating in B.C. and you’re from Alberta rent a boat at your final destination .They drastically reduced the roadside boat inspections, not sure why. If this is your expectation then you should not be allowed to import a boat from out of province either. Come on, we all have the right to boat where we want as long as it is legal to operate. We have enough division going on in Canada we don't need this to add to it. Without Alberta tourism B.C. would be hurting worse than it is now. We contribute hundreds of millions yearly with both summer and winter tourism. But the same scenario would occur with the proposed boat ban unless there is 24 hour enforcement on each road connecting Alberta to BC. Surely less money and less conflict by going with a strong public announcement effort and the seasonal boat inspections. Lots of Albertans have strong connections to BC, many own vacation properties here. They don't want BC lakes choked with exotic mussels any more than we do. Much like in most other cases, if there were more common sense there would be less need for regulations.
