One of the pictures at the link you provided shows the boat up on plane. A semi-displacement will plane up to 16-18 knts.
 
On most cats there not really a big hump you need to get over to get on step like a monohull. My cat is a planning hull and the aft end doesn't get out of the water like a monohull. I had never even ridden in a cat before I bought one there much different then a monohull. It's really hard to tell if your on step or not seems like you planing all the time from 14mph to 40mph. Mine doesn't turn and handle as well at top speed as my stabicraft and im not going to win a slalom race.

I hear you on the slower turning thing. That's been the biggest adjustment for me going from my previous monohull to the cat. If I see something in the water ahead with the cat, I have to turn much earlier to go around it or pull throttle to give me time. E.g. objects that I would go around with a quick turn of the wheel in the monohull, I will hit with the cat if I take the same approach. The cat drives like it's on rails - turns at speed feel like it's stuck on a large radius set of tracks.
