The amount the commercial sector gets is 96-100% fished every year. Whether leased out to other commercial fishers or not to be fished is another question. But it is caught.

Unfortunately the way commercial ground fish fisheries are managed with quota on over 50 species. Leasing is not only practical but necessary especially to cover by catch ..... now back to the rec. Issue.
