1968 Jhonson 5.5 no idle

I recently bought a 1968 Johnson 5.5 2 stroke outboard, but ran into a problem. It runs well and starts easily, but only in throttle, meaning it doesn't idle, and if I start it, it just starts going forward. I did notice that the gas pump wasn't getting hard, there is definitely some pressure but still easily squeezed and not rock solid like my buddys is, and where the pipe attaches to the outboard, it leaks a bit when I pump it unless It's in the right position. Could the problem just be the fuel line? It still runs so I wasn't completely sure if that was the whole problem. Are there any other possible causes for this?
 
Try another tank with the Johnson/evinrude fitting to rule out the tank and line.

Open the tank vent if it’s closed.

Clean carbs

If all fails, open the wallet up
