We are a bit north of you in Powell River, but we've found we have to be almost scraping bottom in 200' of water to get any keepers. With 15 lb balls at 2 knots I usually run 220'+ on the riggers in 200' of water.
It sounds like you're doing everything right. So far, we haven't needed bait. Cop car coho killer caught all but one of nine fish last night. Mostly shakers & one wild coho. Brought home one 8 1/2 lb. Chinook & one pink after trolling a couple of hours.
From what I've seen, most fish around here have been caught on the evening bite. We had a few skunk days fishing mid day rising tides. Always started at low slack, which usually works. Not these days, though.
Things improved dramatically when we got our gear in the water after 5:00 PM. Usually had our limit well before dark.
