WTB basic fishing gear in Victoria or Vancouver

Just got myself a boat, need the basics for jogging/trolling and halibut. I won't be doing a lot of salmon fishing (it's a fairweather boat, and we don't eat a ton of salmon) so looking to stick to cost effective but reliable gear:

Manual Scotty downriggers, shimano 4000gt or Daiwa reels, rods, halibut rods/reels (going to drift, so no need for anchors)
 
Got a halibut reel a penn 340 gti with line 150 $
 
I have a buddy or two with manuals kicking around, what's your budget $100 a piece as long as they have some kind of mount? I can check with them.
Yeah something along those lines. I've got a line on a couple old Scotty Saltaires for about 100 bucks for the pair with mounts, not sure how much better/different the newer scotties are for casual use such as mine...

I have some older penn reels on rods from the OBMG you can have cheap and probably a few single action salmon reels and rods too.In Victoria Ray @ 250-656-5890
