winter spring fishing

hey im just wondering what kind of tackle would work best in early morning and when the sun goes down and the water get really dark , would just peer glow tackle work for winters?? please fill me in. because around 3:30 4 it kinda gets slow for bites and such ??
 
They are feeding fish, find the bait, and a current that allows you to get your gear deep. They will eat almost anything you put down there, play with your leader lengths during the slow periods. Early january they were taking coho killers on leaders as short is 18 inches.
