Considering all that has happened over the past year, this is rather mind boggling.

They had to have First Nation support as part of the application and CVRD had to approve it. Cowichan Bay, Mill Bay and Shawnigan need to split off and have there own municipality. A lot of these issues stem within the CVRD itself not being to enforce its own bylaw.

It is too bad so much work has gone to fixing that area. It also lacks employment in winter, so you see why there isn't as strong opposition. Probably some First nations employment as well.
