How is it that Hatcery Coho retention in the lower mainland OK, but not elsewhere? The industry and sporties up and down
the lower inside of the island should be allowed to retain Coho.

Does it have to do with them being Cap Coho? Just spit-balling here.

Based on what data are we going to ask department on to open inside up? This year is low return year in IFMP for coho so not sure that is going to fly. Besides anyway most would be fairly small right now. I don't know about mainland but it may involve a local hatchery in area, and most likely the DNA data that they have on it. That would be my guess.
 
It seems like they’re trying to throw a bone to the mainland guides and anglers just because there’s absolutely no other opportunity available to us. More like a noise control approach to delay the decision making process on the SFAB proposal. The Cap bluebacks are small and hard to find in numbers in area 28 until late May anyway.
