Leader length?

Some newby questions for Vancouver readers. Fishing at the mouth of the cap. How long of a leader from dodger/flasher to teaser head with anchovy? For coho and spring? Same question for hootchie and spoon. Also single or combo of single and treble hook with anchovy and hoochie? Are trebles legal? Hope I made sense. If not I could explain differently. Thank you in advanced. Any advice greatly appreciated.

Bait.... One guy will say its 4... the other 9
Hootchies.... One guy will says 2.... the other 4
Spoons.... One guy will say 3.... the other 7

heres my general rule of thumb to follow, if it creates its own action (bait, spoons) 30lb test, use stiffer 40lb for hootchies
stiffer line=better action from the flasher.
so here's my set-up
Bait-5-6' of 30lb mono(6' preferred)
Spoons 5-6' 30lb mono(6' Preferred)
Hootchies coho 24"-28" 40lb mono
springs 28"-36" (32" preferred) 40lb mono
but like lippy says other will chime in with different opinions.

Oh and I almost forgot no Trebles at the cap mouth, a little further along is ok but there is a reg in place
banning Trebles from approx ambleside(14th street pier I believe) across to stanley park.
this was basically put into place a few years ago to stop the beach snaggers off the mouth so stick with 2 single pointed hooks and your safe
