I came across it again today and found it to be relevant and interesting so I decided to post the link for those who have not read it and for those who may wish to read it again.

I just re-read most of it again and picked up on something I missed.

Quote from above link. "In short, ITQs don’t guarantee sound science and good governance. They represent only one alternative, among many input and output controls, to responsibly manage marine resources."

There are lots of well thought out points to consider in this thing. Maybe some could be used to present an argument to DFO once again.
