If you're launching @ the Vanier Park ramp beside the Burrard Street Bridge be advised the the construction of the Jervis Forcemain #2 sewer line has shot everything all to hell and it looks to be that way for some time.
This weekend the south end of the Bridge was closed altogether and turns restricted in many places.
My advice, if you know the hood is take Cypress St north off 4th Ave. (the one I live on incidentally) to access Whyte Ave then drive through to the launch as per usual, this is the old route from before the bridge turning lanes were changed.
However-Cypress St is now a bike route and hundreds of bikes a day are using the street, in addition there have been some choke points installed so driving is something of a PITA especially using a trailer.
Alternatively you can use Arbutus or even Maple to head north then east but there's a steep hill to be navigated on both of them.[V]
