Identity crisis

So I went fishing at Horne Lake this morning and these fish were alive, but swimming belly-up all over the place. The herring gulls and eagles were interested, but would not pick them up. Can someone tell me what they ..........?

Glow in the dark eyes are a dead give away for kokanee.About 8 years ago there was a 27" cutty caught on a brass spoon at horne lk.
 
I saw several " bait boils" around the boat launch and after I got on the water saw 30 to 50 belly -up swimming in circles. Netted a few and noticed tail fins all shredded up and rotten smelling.
 
Spawned out female Kokanee I suspect.

Right time of year for sure.

Thanks to all replies. Very likely explains the mysterious suspended " clouds" I have seen on my depth finder at Horne and Cameron Lake as well.
