Halibut stamp like the salmon stamp

I was wondering why there isnt a halibut stamp like a salmon stamp to raise money to get more percentage of the quota.seeing how it will be sport fisherman who purchase the stamp all the money raised could go towards that.Im sure im not the first to come up with this as it is so simple so can someone tell me why this wouldnt work?

First of all salmon stamp is supposed to be a "conservation stamp" however most of money raised by this stamp doesn't seem to be going to salmon conservation - why should we expect that monies raised would go where it is supposed to. Secondly and more importantly why should we pay in any fashion for what is a common property resource?
 
having a hali stamp would just result in the govt using 80% or more for so called administration costs, and yes we should not have to be paying more for what is a common property, IT"S F*&%ING BULLSHYTE!!!.....holmes*
Actually they would use 88% for administration, the remaining 12% would go to the commercial fisherman's pension fund ;-)

Correct, just goes to general revenue and is funneled into the black hole. I would be 100% supportive if we actually could use that fund to move allocation around...and better yet if there was some way to fund a hatchery program so we could grow our own.
