Fly or Lure ?

Perusing the fly selection at the store earlier this year I spotted these prop head buggers, grabbed a couple. At the lake, trolled side by side, the prop head out fished a standard bugger, same color,same size by 2 to 1. Not sure if it would be legal on a f.f.o. river as reg's state " attracting devices may not be attached".071.jpg
 
I would think it would fall under the same category as a spinner, such as a Rooster Tail since the blade isn't really fastened/tied to the hook. Wouldn't twist the crap out of your line without a swivel?
 
If you asked a snobby fly fishermen he'd say you were fishing with bait! (as he spey casts his 6" articulated leech with a fistful of mylar tied into the head)
