Finned cannon balls causing false fish strikes?

I am down to this last theory after fishing the Port Derby this past weekend. Please let me know your thinking...

We typically fish Ballenas, FC, etc 200+ feet using 18# finned cannon balls. Everything looks normal.

This weekend, we fished Port from Lone Tree to Holm Island, Rarely deeper than 120' and usually between 30 - 90'. What was happening was the all 3 rods (1 pair stacked) were bouncing and bending regularly as if a strike or bouncing off bait. After several empty hits, we just let the rods go as they were. This happened every couple of minutes for the entire troll. I thought afterwards I should have dropped to 220+ to see this went away but that is hindsight.

My question is do you think being shallower, and movement of the finned cannon balls would be referenced at the rod top in shallower water?
 
and like some of your posts, we just recently had to say goodbye to our 12 year old best friend. Not loving Labour Day weekend as that is 2 dogs in two consecutive years - both in my avatar.
