Do we have to pay duties and tax on electronic charts(SD os CF cards) ordered on line from States.

yes, you pay import brokerage and duty as well as G.S.T.
if you know anyone in the U.S., ship it to their address and have them bring it up, or forward to you and you'll save $$$
