How old do you have to be to guide/charter people legally?

Is there even a legal age limit for saltwater guides?? I know people who started guiding at lodges at 15 or so, and I'm sure others have started earlier than that. I'm not positive though, so correct me if I'm wrong.

For one thing if you're too young you can't get liability insurance.
Sure a kid at a lodge can take people for a ride but that's all he's doing really not operating a business on the water.
