hard to say. There really aren't that many Canadian boats on the high seas harvesting fish illegally. Most Canadian commercial fisheries are heavily regulated - many with GPS and cameras, even. All Canadian boats over 300T have AIS, as well - and many under that threshold do as well.

So wrt impacts to Canadian stocks from Canadian commercial fishing boats - this initiative will have a minor effect - if any at all.

Having said that - the so-called "high seas" fisheries do have a number of nations that have vessels flagged and out harvesting in certain areas easy to illegal fish and offload to nondescript packers. Those areas and Nations are outlined in the reports generated by Global Fishing and on their website. That's where the success may lie,

And, Canada is participating in a multi-national effort to send a team out onto the high seas to conduct research this coming March. Should be interesting to see outcomes. They said there would be daily observation data updates.
