hard to say. There really aren't that many Canadian boats on the high seas harvesting fish illegally. Most Canadian commercial fisheries are heavily regulated - many with GPS and cameras, even. All Canadian boats over 300T have AIS, as well - and many under that threshold do as well.
So wrt impacts to Canadian stocks from Canadian commercial fishing boats - this initiative will have a minor effect - if any at all.
Having said that - the so-called "high seas" fisheries do have a number of nations that have vessels flagged and out harvesting in certain areas easy to illegal fish and offload to nondescript packers.
