Looking at a boat add on the Island and its license starts ZBC? I always thought the letters denoted the Province so BC would make sense but what is the Z for?

I think the short answer is it's a temporary number assigned when a boat is manufactured or imported. It's a "manufacturer's identification number" if I read it correctly. I think the owner needs to apply for permanent numbers. A lot of legal stuff, I must be bored...
Strange to see this on a used boat (2016). It’s not new, the seller ( business not a private deal) says it a BC boat as far as they know. I guess I need to ask a few more questions from them, not suggesting it’s shady, just unsure.

Thanks, this is a rec fishing boat as opposed to a commercial boat.
 
Just did some more research on the ZBC number. It appears this number is the in fact the Hull ID number from Double Eagle boats. Why it’s displayed as a license number escapes me, especially troubling is it’s being sold by a commercial seller. I’ve been in contact with the sales manager who says he will look into it on Monday.
